Our Shared/Collective Model (‘SCM’) for Private Cannabis Collectives is built on the intersection of two constitutional rights: the right to privacy and the freedom of association. When it comes to Cannabis, these rights work together, not unlike the principle of yin and yang: distinct, but interdependent, and more powerful when combined:

Individually, each right has limitations, but together they form the legal DNA of our Shared/Collective Model of Private Cannabis Collective: a collective of adults associating to privately, safely and responsibly exercise their Cannabis Private-use Rights together in a bona fide – non-commercial, non-public, rights-based – manner.
The self-regulating community, the Collective, pools its internal resources; the members jointly producing their own closed-loop and private Cannabis ecosystem.

Everything the Collective does is tied back to the bona fide (genuine, authentic), responsible and equitable realisation of constitutionally protected human rights. That’s what sets it apart from a Cannabis operation built on trade or profit. 

Our Shared/Collective Model is neither a paperwork dump or ‘Club’ front, nor is it built on generic templates or vague legal arguments. It is a constitutionally informed framework, both in theory and practice. Therefore, while the Shared/Collective Model facilitates the establishment and operation of an actual (bona fide) club, we  distance ourselves from the many ‘pot shops’ posturing as clubs. Hence the ‘Collective’ instead of ‘Club’ label. Although we do not offer a bulletproof/legal solution, our SCM and PCC offering is built as a genuine solution with meaningful prospects of being defended. This empowers coherent and transparent operations, blending constitutional Cannabis culture and spirit with rigorous legal and systems thinking.

1. Foundational PCC Package

Everything you need to get started and stay aligned.


The Foundations package gives your Collective its legal identity and sets up the essential systems according to the SCM’s specifications. We help you incorporate the appropriate non-profit entity to house your Collective, embedded with the cornerstone rights-based architecture of our SCM. Membership Agreements are drafted to reflect the membership experience according to the first principles of our SCM and your vision. Service Level and Lease Agreements help you manage your relationships with the craft Cultivators and Processors within your community. 



The Management System uses document control, traceability logs, Corrective and Preventive Action procedures, and other key SOPs and forms to keep you aligned with the Legal Architecture. The PCCMS Manual and Annual Review toolkit ensures that you maintain your alignment over time.


Our Foundational Package offers your Collective a strong, self-regulating operational base with traceability, accountability, and basic internal governance already in place.

 

2. PCC Bootstraps

a) Feedback Loop: Legal Architectural Bootstraps


A PCC is only as strong as the governance that holds it together. While a solid constitutional foundation sets the legal boundaries, the internal policies, agreements, and education often shape how a PCC behaves and thus is ultimately perceived.

When members understand and live by a well-crafted Internal Code of Conduct, PCC staff are inducted through proper legal literacy training and operate under clear Independent Contractor / Service Level Agreements, and internal workflows are supported by properly prepared Board resolutions and dispute resolution protocols, for example, a culture of responsibility takes root. Internally, this creates cohesion. Externally, it builds credibility.

Conversely, the way a PCC presents itself to the outside world shapes how it is seen and, crucially, how it is treated. For example proper signage, correspondence templates for transparent engagement or advocacy with local authorities, and professional landlord correspondence and lease agreements, assert not only the PCC’s legal grounding but also its civic legitimacy.

And this is where the loop completes itself: external confidence strengthens internal resolve. A PCC that is seen to be rights-based, community-focused, and well-run attracts conscientious members, fosters shared pride, and motivates continuous improvement. Whether it’s labelling Cannabis products responsibly for harm reduction, or pursuing formal non-profit registration to solidify long-term integrity: each action reinforces the next. Our Legal Architectural Bootstraps support this loop. Not every Collective needs every tool, but each one is designed to help you pull yourself up, and forward.
